In a mixing bowl, combine sweet chili sauce, soy sauce, honey, minced garlic, grated ginger, rice vinegar, black pepper, and red pepper flakes. Whisk until fully combined.
Place the chicken wings in a large bowl or a resealable plastic bag and pour the marinade over them. Ensure all wings are evenly coated. Marinate for at least 30 minutes, or up to overnight in the refrigerator for more flavor.
Line a baking sheet with aluminum foil and place a wire rack on top. Arrange the marinated chicken wings in a single layer on the rack.
Bake in the preheated oven for 40-45 minutes, turning halfway through, until the wings are golden brown and crispy.
In the last 5 minutes of baking, brush the wings with additional sweet chili sauce for extra glaze and flavor.
Remove from the oven and let cool slightly. Garnish with chopped green onions and sesame seeds before serving.
