Wash and chop the broccoli, red bell pepper, and carrot. Set aside.
In a small bowl, whisk together the soy sauce, rice vinegar, honey (or maple syrup), sesame oil, and a pinch of salt and pepper. Set the sauce aside.
In a large skillet or wok, heat a tablespoon of sesame oil over medium-high heat.
Once the oil is hot, add the garlic and ginger. Sauté for about 30 seconds until fragrant. Then, add the broccoli, red bell pepper, and carrot. Stir-fry for about 5-7 minutes, until the broccoli is bright green and tender-crisp.
Pour the sauce over the stir-fried vegetables and continue to cook for an additional 2-3 minutes, allowing the flavors to meld and the sauce to coat the vegetables evenly.
Sprinkle the chopped green onions and sesame seeds over the stir-fry. Toss everything gently.
Remove from heat, and taste to adjust seasoning if necessary.
