Turn on the Instant Pot and select the Sauté function. Add olive oil, then the diced onion, and cook for about 2-3 minutes until softened. Add minced garlic and sauté for an additional minute until fragrant.
Add the diced chicken breast to the pot along with Cajun seasoning and smoked paprika. Stir well and cook for about 5-7 minutes, until the chicken is browned.
Stir in the diced red and green bell peppers, followed by the chicken broth. Mix everything thoroughly.
Add the penne pasta to the Instant Pot, making sure it's submerged in the broth. Close the lid and set the valve to sealing. Select the Manual or Pressure Cook function, and set the time for 5 minutes.
Once cooking is complete, allow for a quick release of pressure by carefully moving the valve to venting.
Open the lid and stir in the heavy cream and shredded cheddar cheese. Mix until creamy and well combined. If needed, season with salt and pepper to taste.
Ladle the creamy Cajun pasta into bowls, garnishing with chopped fresh parsley.
